| 摘 要： | 主要对自元代初创以来中国高等教育少数民族招生政策的历史演变脉络进行细致梳理,指出不论在历史上还是在现实中此一政策本质上具有明显的政治属性。在对政策的公平性从族际公平与族内公平两个层面进行历时性考察的基础上,对政策在执行中面临的难题进行了探讨,进而指出当前中国高等教育少数民族招生政策的完善应以多元平等为其价值取向,积极采取有效措施使其走上可持续发展之路。

| Abstract: | This article mainly elaborates how the higher education enrollment policies for Chinese minorities have been changing since Yuan dynasty, the result of which indicates that the policies always reflect the will of government or political parties. After a chronological analysis of the equity of the policy within and among ethnic minority groups, a discussion is made on the predicament in implementing the polices. Furthermore, the conclusion is drawn that the enrollment policy should be fair and balanced among minorities, and that measures should be taken to guarantee the sustainable development of the higher education enrollment policies for Chinese minorities. |
