| 摘 要： | 中部地区正处在传统产业改造升级的关键时期，高新技术产业发展对经济转型升级改造具有重大引领带动作用。通过科学的规划布局，优化高新技术产业园区载体，引导产业集聚，创造吸引人才的环境，强化企业的自主创新，拓宽融资渠道等途径促进高新技术产业发展，具有重大的现实意义。
