| 摘 要： | 民生需要就是民众的生活需要,是指民众利用各种生活条件,以保障和改善自身生活,创造更加美好生活的要求。民生需要是一个由多方面内容有机结合构成的综合性范畴,主要包括物质生活需要、社会生活需要、精神生活需要和生态生活需要四个基本方面。民生需要是一种方向性、趋势性需要,表现为由低到高的不同层次,大体上可以分为生存需要、享受需要和发展需要三个基本层次。
