| 摘 要： | 自村民自治实施以来 ,农村的社会民主取得了极大的发展。然而 ,乡镇政府对村级组织特别是村委会的权力渗透和扩张严重地制约了村民自治 ,阻碍了农村基层民主建设。因此 ,必须实现乡镇政府从领导职能向指导职能的转变 ,应通过加强对乡镇领导干部的思想教育 ,明确乡镇政府的管理权限 ,改革对乡镇政府政绩考核办法等措施加以解决。

| Abstract: | Since the self rule of villagers came into effect, democracy has advanced greatly in rural areas. However, town government's interference in the work of government at village level, especially in committees of villagers, impeding the construction of democracy in rural areas. There should be a shift in town government's function from a leader to a director, realized through such measures as strict spiritual education of leaders in town government, determination of the boundary of power of town government and reform of means of assessment of town government's achievements. |
