| 摘 要： | 完善土地流转制度有利于解决“三农”问题,促进农民的分化与流动,扩大农村中等收入阶层比重,因此,完善农村土地流转制度是建设和谐社会的重要条件。当前农村土地流转的内在机制和外在环境严重制约了土地流转的顺利进行,主要表现在：集体土地所有权主体不明;土地所有权主体与使用权主体之间“权、责、利”界定不清;农业比较利益偏低;农业风险防范机制不健全和农村社会保障体制建设落后;农村社会化服务不健全;土地使用权流转的中介组织匮乏。从社会政策的视角来看,要完善农村土地流转制度,必须切实理顺土地流转各方的产权关系,积极完善农村土地流转机制,努力优化土地市场发育的外在环境。

| Abstract: | Perfecting the system of farming land transaction benefits the "issues concerning agriculture, countryside, and farmers", promotes peasants' division and flow, enlarges the ratio of medium-sized income stratum. So it is an important part of constructing a harmonious society. But the Inherent mechanism and the external environment of the present farming land transaction restrict its development heavily. For example , the ownership subject of collective land is not clear, the definition of " right, responsibility , profit " between the land ownership subject and right to use subject is unclear agriculture's comparative interests are on the low side,the agricultural risk precaution mechanism is not sound and the construction of the rural social security system is lagging far behind, the countryside's socialized serving is imperfect, the intermediary organization for the transaction of the right to use the land is deficient. From the perspective of the social policy, in order to perfect the system of farming land transaction, we must smooth the relations between all sides of farming land transaction, perfect the mechanism of farming land transaction, and make great efforts to optimize the external environment of the development of land market. |
