| 摘 要： | 城市群是中国区域经济发展和城市发展的重要战略举措。现阶段城市群发展所面临的问题凸显中国地方政府间关系的不适应性。城市群发展需要重构地方政府间关系,其基础是确立地方政府间相互依赖与合作的伙伴关系,重点是形成一种新的地方府际管理模式,关键是创建地方政府间新的治理机制。

| Abstract: | Urban agglomeration is an important strategic measure of economic growth in China local regions and city development.At the current stage,the problem that development of urban agglomeration faces is the inadaptability of the local governments.The growth of urban agglomeration needs to restructure relations among local governments,and to build up partnership between the local governments in which they will rely on each other,with the focus to build a new pattern of inter-government administration,thus creating a new governing mechanism among the local governments. |
