| 摘 要： | 分析19世纪后半叶德国经济、政治、思想等特殊环境因素可知．德国境内发生的第二次工业革命、德意志统一和德意志的天主教宗教传统、新历史学派思想、马克思主义的传播这些特殊的经济、政治、思想因素的共同作用，促使了德国率先建立社会保险制度。

| Abstract: | Trough analyzing German's special environment factors like economy, ideology and etc. in the latter period of the 19~(th)century, this paper concludes that some economic, political and ideological factors work together to stimulate German's leading position in social insurance system establishment. Those factors include: the 21 century industrial revolution; unification of Deutschland; Catholic tradition of Deutschland; Neo-historical school of thought and Spread of Marxism. |
