| 摘 要： | 特殊的区位、丰富的新能源自然禀赋和先发优势,使得环首都地区有必要、也有条件率先成为我国发展低碳经济的试点地区。低碳经济带建设是解决京津冀行政隔离问题的有效途径,对于开创低碳繁荣的新局面也具有示范和样板意义。环首都低碳经济带的内涵在于,以低碳作为发展的途径和手段,将环京津高新技术产业带、环京津休闲旅游产业带、首都上游饮用水源保护区整合为一体,其产业图景主要包括新能源、生态旅游、多功能林业、高端农业和循环农业、高端房地产、现代物流业、文化创意产业、建设大学生创业园在内的＂七业一园＂。构建环首都低碳经济带的政策建议,一是加强宣传,纳入＂十二五＂规划;二是先行先试,形成长效机制;三是加快推进以生态和水资源为载体的补偿机制的建立;四是加强低碳技术储备和人才储备。

| Abstract: | Special gifted location and rich natural resources make it possible and necessary for capital circle to develop the first low carbon experimental zone in our country. Low carbon economic construction connotation lies in that using low carbon as a developing method to integrate Jing-jin High Technology Zone, Jing-jin Entertainment and Traveling Zone, Capital Drinking Water Protection Zone. The industry scheme includes new energy, ecological traveling, multi-functional forestry, high-tech and circular agriculture, high-end real estate, modern logistics industry, cultural creation industry, construction of innovation zone for college students. There are some policy suggestions for constructing low carbon economic zone of capital circle, firstly, strengthen propaganda and put it into Beijing Twelfth Five Years Plan. Secondly, carry forward as soon as possible and form a long-term mechanism. Thirdly, push forward ecology and water resources oriented compensation mechanism. Fourthly, strengthen low carbon technical and talents reserve. |
