| 摘 要： | 早在50年代和70年代，由于工业内迁和三线建设，陕西有过两次跨越式发展，形成了陕西的工业体系并初步奠定了陕西的高等教育和科技大省的基础。西部开发战略的实施，给陕西提供了实现第三次跨越式发展的机遇。陕西在西部最主要的优势是教育和科技。陕西在西部大开发中，要积极发展教育产业，大力发展高新技术产业，把陕西建成西部地区教育强省和人才基地、科技强省和科技创新基地。

| Abstract: | Shaanxi had already made two great strides in its development during early 1950's and 1970's, because of the interior migration of industries and the construction of the Three Main Railways, which had helped Shaanxi with industrial systems and initially established its base in higher education and scientific-technology. The strategy of West Development in China has offered Shaanxi new precious opportunities to realize its third stride. The chief advantages for Shaanxi are education and science-technology in the west development. Shaanxi should actively develop education and new high scientific techniques to make itself a strong province in education, in talents and in scientific-technology. |
