| 摘 要： | 双语教育应有强有力的全疆性、权威性的教学咨询、管理机构，协调和统筹各个层次的双语教育，为政府提供定期咨询和有效依据。应加强科研意识，完善科研机构建立一个年富力强的指导性科研团队。正确对待学习主体与客体的关系，走出一条在没有汉语语境的情况下学好汉语的路子。优化汉语教师队伍，应先完善管理机制。在掀起汉语热的同时，注意挖掘少数民族宝贵文化底蕴，保护少数民族语种即是保护中华民族灿烂文化的一部分。

| Abstract: | There should be a powerful Xinjiang-wide authoritative advisory and administrative body to coordinate and plan jointly bilingual education on various levels and give regular counsel and effective grounds to the government. Scientific research consciousness should be heightened, scientific research institute perfected and a young strong guiding contigent of scientific research personnel built up. The relationship between learning subject and object should be handled properly and a way for commanding Chinese language opened in the context of situation without Chinese Ianguage spoken. To optimize the contigent of Chinese Language teachers, the mechanism of management should be perfected in the first place. While a mass forvour of learning Chinese is set off, attention should be paid to picking up the precious inside cultural information of ethnic minorities. The conservation of ethnic languages means the preservation of a part of the splendid culture of the Chinese nation. |
