| 摘 要： | 公共部门的官僚主义作为公共行政理论和研究的一项课题,一直受到学界的高度关注。本文将官僚主义的研究置于决策的背景之下,从决策的四个维度即外部控制度,决策参与者的数量,决策的不确定性和决策者的责任出发,对公共部门的官僚主义进行评估,意在客观而清晰地审视官僚主义与公共部门的关系。

| Abstract: | The research in public administration theory and research literatures has devoted more substantial attention to the subject of bureaucratism.The article evaluates bureaucratism in the context of decision making from four aspects:external control degree,decision-making participant's amount,decision of indetermination and responsibility of decision maker.The purpose of this study is to make an objective and clear survey of relationship between bureaucratism and public sector. |
