| 摘 要： | 运用随机前沿分析方法，结合超越对数生产函数，对2000—2010年广东21市面板数据进行效率研究，结果显示：在经济增长目标下，广东信贷投放和财政支出存在技术无效，各市的效率值逐年提高，但区域差异性明显；在一定规模下的信贷投放、财政支出可以促进经济增长，但过度的信贷投放、财政支出不利于经济增长。财政自给率和金融中介效率提高，都有利于提高效率值，但存贷比过高，既可能导致地方过度投资，也可能蕴含较大金融风险，不利于技术无效的改进。因此，须统筹区域金融协调发展，提高金融中介效率，优化财政支出结构，合理利用财政资金，加强财政预算管理与监督管理，促进财政资金有效使用，加强财政资金与金融资金协调配合，提供财政与金融对经济增长的综合效率。

| Abstract: | By using the stochastic frontier analysis methods, which combines logarithmic production function, a study is conducted based on the panel data of the 21 cities in Guangdong between 2000 and 2010, and the research shows that the placing of credit in the economic growth targets and financial expenditure is technically invalid; the municipal efficiency value increases year by year, but the regional differences is obvious; credit placing within a certain size and the fiscal spending can promote economic growth, but excessive credit or financial expenditure is not conducive to economic growth. The raise of the financial self-sufficiency rate and efficiency of financial intermediation is beneficial to improving the efficiency of value, but when the deposit-loan ratio is too high, it may not only lead to local over-investment, but also contains a large financial risk, which is not conducive to the improvement of technology Therefore, we must coordinate the development of the regional financial coordination, improve the efficiency of financial intermediation, optimize the structure of fiscal expenditure, rational use of fiscal funds, strengthen budget management and supervision and management, and promote the effective use of financial funds to strengthen the coordination of financial capital and financial capital, so as to provide financial efficiency to economic growth. |
