| 摘 要： | 进入新世纪，陆上资源面临枯竭，人类环境日趋恶化，人们把目光投向海洋，21世纪是海洋世纪。联合国海洋法公约的生效使争取和维护国家海洋权益成为新的焦点。强化海洋意识教育是历史发展的客观要求。马汉的海权论对世界产生了重大影响，培养民族的海洋意识庆从学校教育抓起。
