| 摘 要： | 目前,我国城乡差距突出表现为公共产品供给上的差距。农村公共产品的短缺,已严重制约了农村发展。新农村建设过程中,完善农村公共产品供给制度,要统筹城乡公共产品供给制度,加大公共财政对农村的投入力度;科学划分各级政府的财权和事权,完善财政管理体制;积极引入社会资本,构建多元化的农村公共产品供给模式;建立农村公共产品的公共选择机制,健全农村公共资金监督管理机制;建立和完善农村公共产品的需求表达机制,确立农村公共产品供给的优先顺序。
