| Abstract: | Putting forward the general plan of “adiminister a country according to law” and written into constitution has practical and profound historic significance; It solves the historic question of how to run the country after founding socialist country, before, this question couldn't be answered scientificly over a long period of time, it makes great contribution to the theories of scientific socialism; It reflects the inexorable trend of history development and the actual urgent need, it is important guaranty of developing socialist market economy, building democratic politics, and realizing country's long secured peaceful state, it realizes transform of ruling and administering the country from party's mainly depending on politics to laws; it is our party's significant perfection and development on leading and ruling the country, so, china, from now on, will stride forward to a new era of carrying out ruling by laws all round. |
