| Abstract: | Having accumulated experiences from the initial stages including extensive, diversified and blind exploitation of tourism resources, and environmental pollution in the past decades, Chinese local government have regarded the development of circular economy and implementation of sustainable development as one important element that concern making of tourism planning. Based on the data of general investigation in tourism resources and interviews with chief makers of the plan, the paper discusses the elements related to tourism development from the perspective of government planning with the example of the Ecological Recreation Area Planning of Laixi Lake in Qingdao to achieve the coordinated and sustainable development of environment, economy and society. |
