摘    要:公共政策执行主体偏差导致的政策执行失灵是公共政策执行主体研究中的一个重大命题。社区教育政策属于公共政策范畴.建构社区教育政策执行主体偏差模式,分析政策执行主体偏差行为问题,可以探究社区教育政策内容有效转化为实现效果困境的原因:社区教育政策滞后,导致政策执行主体行为的随意性;社区教育政策执行过度行政化,导致政策执行主体行为的单一性;社区教育政采资源短缺,导致政策执行主体行为的利益性。因此,完善国家层面的社区教育政策,可以从政策源头上避免政策执行主体因政策模糊而出现的政策偏差。社区教育政策执行主体多元化.主体间的相互作用和制衡,可以改变行政化路径依赖。在社区教育政策执行过程的利益博弈中.需要打破原有的利益格局.寻找各方利益均衡点。这是避免社区教育政策执行主体偏差的前提和基础。

Research on Subject Deviance in the Execution of Community Education Policy in the Process of Urbanization: Based on Problems of the Execution of Community Education

Abstract:Ineffective policy implementation caused by subject deviance of public policy is a key issue in the research of pub- lic policy implementors. Community education policy is in the coverage of public policy. Analyzing the subject deviance with the model of subject deviance in the execution of community education policy may help explore the reasons which lead to the dilemma of implementing community education policy. The reasons are as follows: the lag of community education policy leads to the randomness of policy implementors; excessive administrative implementation of community policy results in monotonicity of implementors' behav- iors; the shortage of community education resources influences the interests of the policy implementors. Therefore, the perfection of community education at state level can avoid policy deviance because of ambiguous policies. Diversification of community education policy implementors and their interaction can change the present situation of relying on administrative management. In the implemen- tation of community education policy, previous interest pattern should be broken down and the new interest equilibrium should be achieved, which is the premise and foundation to avoid subject deviance in the execution of community education policy.
