| 摘 要： | 本文通过城乡基本公共服务均等化的内涵和我国城乡基本公共服务的二元结构现状,从公平和效益两个取向出发,说明推行基本公共服务均等化的必要性。但同时对均等的程度和是否应把推行均等化作为缩小城乡差距的手段两个问题提出讨论。

| Abstract: | This article focused on the necessity of carrying out equalization of basic public services in urban and rural areas theoretically and practically.It analyzed the concept of equalization of basic public services in urban and rural areas and the dualistic structure in urban and rural areas now in China.Meanwhile,two questions were put forward for discussion：one is the level of equalization,and the other is whether we can take equalization as a means to narrow the gap between urban and rural areas. |
