| 摘 要： | 土地权利制度是土地法律制度的核心内容。我国土地权利立法经历了一个曲折而又富有成效的发展过程。建国后，我国土地权利经历了一个从私有向公有的深刻转变，随着市场经济实践的逐步深入，土地权利又在公有制的基础上丰富了利益实现的方式，进而实现了从归属到利用的再次发展。面对当前统筹城乡发展的新的历史任务，系统梳理我国土地权利立法的沿革，无疑有助于我们改革目标的实现。

| Abstract: | Land rights system is the core of legal system for land. The land rights system in our country has experienced a tortuous development process in which we achieved remarkable effect. After the founding of the People＇ s Republic, land rights in our country experienced profound revolution in which the ownership changed from private ownership to public ownership, and the land fights have been enriched with more manners to achieve benefit on the basis of public ownership in the course of development of practice of market economy, and then comes another development from attribution to utilization. Today, in face of the historic task of coordination of rural and urban development, sorting out the history of land fights legislation is undoubtedly helpful for us to achieve this reform objective. |
