| 摘 要： | 人民陪审员制度是我国司法民主政治的一项重要制度，但由于种种原因使其在司法实践中难以发挥其应有的功能。而《完善人民陪审员制度的决定》（以下简称《决定》）的颁布实施对人民陪审员在产生方式、任职资格、审理案件范围、权利、经费等方面作了具体明确的规定，与过去相比较人民陪审员制度有了长足的新发展，文章从《决定》颁布以前人民陪审员制度存在的缺陷；颁布以后在完善人民陪审员制度方面的新发展：以及对我国的民主与法制建设的意义几个方面加以分析，以期对弘扬司法民主、实现司法公正能起一定作用。

| Abstract: | People's assessor's system is an important system of the judicial democratic politics of our country, make it difficult to give play to his due function among judicial practice for various reasons. And the issuing and implementation that determined has done the concrete and clear regulation to the people's assessor in produce the way , qualifications, hear a case in the range , right , funding etc., with having considerable new developments to compare with people's assessor's system in the past, for carrying forward judicial democracy , realizing the justice , have great realistic meanings. |
