| 摘 要： | 高校基层党组织建设创新是时代发展、教育教学改革和构建和谐校园的必然要求，围绕构建和谐校园这一中心任务，基层党组织要在思想作风、组织设置和工作制度上积极创新。构建和谐校园是构建和谐社会的重要组成部分：建设和谐校园，促进学校全面发展要坚持以人为本，弘扬大学精神，加强党的基层组织建设创新。基层党组织要积极创新，发挥重要作用，构建文化型、学术型和平安型和谐校园。

| Abstract: | The innovation of Party construction in grass-roots in the university is the necessary request of development of times, the reform in education and the construction of harmonious campus. According to the cardinal task of constructing harmonious campus, Party organization at grass-root levels should be innovative in ideological style, organization establishment and work institution. Constructing harmonious campus is an important part of constructing harmonious society. Constructing harmonious society and promoting comprehensive growth of university should be based on humanity, and it should carry forward the university spirit, strengthen Party construction in grass-roots. Party construction in grass-roots should innovate actively and perform its function to construct a harmonious campus with the characteristics of being cultural, academic and peaceful. |
