| 摘 要： | 构建社会主义和谐社会，是我们党在我国经济社会发展的新时期提出的新的历史任务。构建和谐社会。对党的执政能力提出了更高的要求，也蕴含着对行政伦理的诸多诉求。本文提出了构建和谐社会主要的行政伦理诉求．即公平正义、廉洁奉公、诚实守信、勤政为民，并认为应从行政人员个人、行政机关及制度保障三方面入手加强行政伦理建设。

| Abstract: | In the new period in which it is a crucial stage for the economic and social development for our country, our CPC and the central government have made it an important task to build a harmonious society. To meet this goal, the CPC and government should improve their governing capacity and administrative ethics. The ethics they should have include equity, justice, sincerity, incorruptness and diligence, which would be achieved by administrative individual, administrative organ and Administrative system. |
