| 摘 要： | 行政立法作为法学上的概念，而非法律上的用语，至今法学界对其仍莫衷一是。本拟对行政立法的概念内涵、行政立法(授权立法和职权立法)的行为性质加以理性思考，共同完善我国的行政立法制度。
