| 摘 要： | 泉州市农业产业结构不断调减优化,海峡西岸现代农业建设在不断推进,农业产业化经营也面临新发展,这些都要求加快完善土地承包经营权流转制度。在推进农村土地承包经营权的流转中,应当分类指导,兼顾公平,健全流转机制,坚持流转原则,健全农村社会保障制度,转变政府管理职能。
