| 摘 要： | 自从高等教育诞生以来,高校和政府的关系始终是一个社会的核心问题.从多年来高等教育改革的实践来看,高等教育改革并不是简单的放权或收权的问题.20世纪90年代以来,治理理论的产生和发展给我们提供了全新的视角来审视二者之间的关系.本文以治理理论为基础对高等教育改革中的政府和高校的关系进行分析和探讨,以期重构高校、政府和社会的和谐关系.

| Abstract: | Since higher education was born, the relations between higher education institutions and government have become a core problem of the society. According to the practices of higher education reforms in recent years, the higher education reforms mean not only delegating or regaining power. Since 1990s, the relations between higher education institutions and government can be looked closely through the total new field of vision provided by regulation theory. In this paper, the relations can be analysised and discussed based on the regulation theory so that the relations can be reconstructioned harmoniously. |
