摘    要:省域教育是国家教育体系的一个缩影,具有结构体系的完整性、管理上的相对独立性、区域之间的非均衡性和纵向层级上运行的延展性等特点。当前,省域教育面临城乡教育之间发展失衡、制度性障碍严重、师资队伍培养与管理明显弱化、教育发展的社会环境亟待优化等突出问题。推进省域教育协调发展,必须以科学发展观为指导,实施“整体部署、梯度推进、错位发展”战略,在发展的对策上应更加注重农村、师资、公平、创新和统筹。

Abstract:Provincial education is an epitome of national educational system, featuring the completeness of structural system, relative independence in management, unbalance between the regions and extending vertically and so on. At present, provincial education is facing some key problems: that the development between the cities and rural areas is losing balance, that the systematic obstacles are serious, and that the cultivation of teaching staff and management are getting weak and tie social environment of educational development is to be improved. To push forward the harmonious development of provincial education, we must take the guidance of scientific development concept, carry out the strategy of overall planning, gradient advancement, characteristic development, pay more attention to rural areas, teacher training, fairness, innovation and overall planning in the countermeasure of development.
