摘    要:领导与管理概念不同,领导体制与管理体制也有明显区别。党委领导下的校长负责制是高等学校内部领导体制,而非管理体制。正确认识和区分领导体制与管理体制,明晰政治权力与行政权力;科学构建高等学校内部管理体制,规范政治权力与行政权力;完善党委领导下的校长负责制领导体制,调适政治权力与行政权力;充分发挥教代会的作用,监督政治权力与行政权力,是深化高等学校内部管理体制改革的核心内容。校务委员会制、董事会制、教授委员会制是高等学校内部管理体制的取向。

Abstract:The concept of leadership is different from that of management. Similarly, there exists sharp differences between leadership system and management system. Since the president accountability system under the leadership of party committee is the internal leadership system instead of internal management system within the institution of higher learning, it is the core content of the reform of internal management system of universities and colleges to have correct understanding and division of leadership system and management system, clarify the difference between political power and administrative power, construct a scientific internal management system, regularize political power and administrative power, improve the president accountability system under the leadership of party committee, bring into full play the role of teachers congress and supervise political power and administrative power. The system of school affairs committee, the system of director board and the system of professors committee are the orientation of the internal management system of universities and colleges.
