| 摘 要： | 入世首先是政府入世，因而面临最大挑战的是政府。从长远看，入世将对政府权力的行使规则、国家与社会的关系都会产生深刻的影响。在这个过程中，政府的角色也会发生转变，政府的法律地位也要发生变化。所以，我们应当对政府的执政理念、依法行政的理念，有一个全新的思考。

| Abstract: | The first importent thing for China to enter the WTO is for the government to enter the WTO. So the greatest challenge we are facing is the government. In the long run, entering the WTO will have a deeply influence on the administrative regulations of the government power and the relationship between the nation and the society. In this process, the role that the government and the posture of the law will also have a change. So we should have a completely new consideration of the administrative concept of the government and the concept of administration according to the law. |
