| 摘 要： | 19世纪后期,中国出现边疆危机,而这一危机几乎是从西北边疆与东南海疆同时出现的。特别是70年代以来,伴随着日本的崛起及其逐渐显现的侵略野心,中日矛盾逐渐被激化。琉球问题就是在这个时候产生的,中日两国围绕琉球问题产生了一系列的交涉。面对此种＂双边危机＂,中国形成了著名的＂海防＂＂塞防＂之争。李鸿章作为北洋大臣同时又是＂海防派＂代表人物,从始至终都参与其中。正是在应对中日琉球交涉等一系列＂海疆问题＂的过程中,李鸿章的海防思想逐渐发展形成。
