| 摘 要： | 我国农村实行土地联产承包责任制以后，在土地管理制度方面还存在着所有权、承包期限、使用权等不完善的方面，稳定农村土地承包关系，完善农村土地集体所有制和使用权的流转机制，出台土地承包经营法，对推进农村改革，稳定农村生产有着重要的意义。

| Abstract: | Since the carrying out of the land system of contracted responsibility in the countryside in China, the imperfections of land administration system still exist, such as the proprietary rights, the contract periods as well as the rights of utilization. Therefore it is important to stabilize the land contract relationship, to improve the land collective ownership and the land ownership transfer organism, to make laws on land contract management. |
