| 摘 要： | 本文梳理了公共服务作为政府内在属性的理论来源,并且提出对于现代政府来说,公共服务是其获得合法性的重要来源。在这个意义上,公共服务的实现方式和手段具有普遍性和相互借鉴性。对于中国来说,公共服务型政府建设是改革发展的必然结果,但有效的、可持续的公共服务必须依靠进一步的改革深化。

| Abstract: | The article traces out theoretical sources of public service as nature of government.It is proposed that providing public service is a major source for modern government's legitimacy.In this sense,ways and methods of providing service are universal and transferable.As for China,it is inevitable to construct public service government after reform and development.But more efficient and sustainable service will rely on further reform. |
