| 摘 要： | 要全面建设小康社会，就必须不断解放和发展社会生产力。要发展社会生产力，就必须制定出正确的发展战略和政策，为此，党和政府从战略的高度作了全面部署，并辅之以相应的政策举措，为今后一个时期我国经济建设与改革指明了方向。
