| 摘 要： | 民办教育作为我国教育体系中的重要组成部分，适应我国社会主义市场经济的发展，是教育改革过程中出现的新事物。新疆基础教育还处于“扶贫”阶段，民办基础教育作为有效补充，发展有其独特性，因此，发展新疆民办基础教育的政策应有其针对性。
