| 摘 要： | 公共财政是为市场提供公共产品和服务的财政分配模式，作为社会重要公共产品之一的基础教育，其均衡发展应受到公共财政的支持。河南省基础教育建设存在资金来源单一、配套资金短缺、财政绩效管理不高等问题，应从整合现有资金和项目、减轻县级政府配套资金压力、创新多样化资金投入方式等几方面提高河南省财政的支持力度，解决基础教育投资不足的问题，以提升河南省基础教育的水平。

| Abstract: | Public finance is a kind of financial allocation pattern for the provision of public goods and services in the market .The balanced development of basic education as one of social public product should be supported by public finance.There are some problems in Henan basic education construction such as the simple source of funding ,the shortage of counterpart funds ,the inefficiency fiscal management ,and so on.We should integrate the existing fun-ding and projects ,ease the pressure of matching funds of county government ,innovate and guide multi-investment , and so on ,to increase Henan provincial financial support ,solve the problem of insufficient investment in basic edu-cation,and improve the quality of basic education in Henan province . |
