| 摘 要： | 远程开放教育学习点的建设和管理目前处于实践探索阶段。探讨了远程开放教育学习点的概念，分析了实践中开放教育学习点建设和管理的案例，提出了现行学习点建设和管理中存在的问题，包括学习点的功能定位、学习点在城市电大的布局、学习点申报审批的程序以及学习点的规模等方面问题，并进行了有关的对策思考。

| Abstract: | Nowadays, the establishment and management of distance and open education branch still stays at the stage of practice and experi- vaent. In this paper, the authors discussed the concept of distance and open education branch, analyzed real cases, put forward the challenges in establishing and managing the branches, includes functional orientation, layout in the overall municipal Open University system, application and approval procedure aud scale of the branches, and discussed response measure related. |
