| 摘 要： | 行政公文在国家的政策制定中占有重要地位。作为政府公共政策的决策结果和公共政策的传递工具,以及政策执行检测和绩效评估的依据,行政公文已引起广泛的关注。然而,梳理近十年来的行政公文,发现大量违法、违规、违纪的＂三违＂现象,不仅增加了行政成本,引发了政府诚信问题,而且导致了公民冷漠情绪滋生和蔓延,应引起各级政府的重视。

| Abstract: | The administrative documents in the country＇s policy-making plays an important role.As a result of government decision-making of public policy and delivery tools of public policy,and the basis of policy implementation monitoring and performance evaluation,administrative documents has aroused widespread concern.However,combing the administrative documents over the past decade,we found that there are large number of documents are illegal and Contrary to the rules or Disciplinary,which is ＂three violations＂ phenomenon.They are not only increases administrative costs,raised the issue of integrity to the government,and also led to the emergence and spread of emotional apathy of citizens,So the government should pay an Attention to the problems. |
