| 摘 要： | 在全球化和知识经济时代,人才资源是最重要的战略资源,人才资源能力则从根本上决定着一个国家的核心竞争力和综合国力。当前我国人才资源能力建设水平尚属于较低国家或地区的行列,因而实现中国跨越式发展的根本出路就在于以能力建设为核心的人才战略的实施。由于导致我国人才资源能力建设弱化的原因是多方面的,任何单方面的措施都很难完全凑效,因而必须进行整体思考,加速人才资源管理体制的创新,以求从根本上提高我国人才资源的能力水平,推进人才强国战略的实施。

| Abstract: | In the modern world,the talented person resources is the most important strategic resources thus the talented person resources ability fundamentally decides one nation's core competitive ability and the synthesis national strength.The present level of talented person resources ability construction of China belongs a lower and local rank.it is to analyse the reasons of the lower level of China's talented person ability construction and put forward the outlet for the implementation of China's talented person strategy. |
