| 摘 要： | 天津教养院是北洋时期天津地方政府与当地新式绅商通力合办救济事业的典型救济机构,具有鲜明的现代特征,表现在确立现代官民合作机制,经费保障纳入地方政府责任,呈现良性经营状态。但从院民教养状况来看,重养大于重教,反映了时局危艰和传统救济方式的强大惯性。

| Abstract: | Tianjin Reformatory Institution a typical relief institution jointly operated by Tianjin government,local new gentry and businessmen during the regime of the Northern Warlords,with apparent modern characteristics,including cooperation between government and private entrepreneurs,local government’s responsibility of funds,and good operational performance.However,relief was given higher priority than education,thus reflecting the social situation then and the influence of traditional way of social relief. |
