| 摘 要： | 图书馆是社会公益性组织，是提供社会公共信息（文化）的重要机构，公共文化服务关注公民的文化权利，提供公共性、公平性、便利性和多样性文化产品。在构建公共文化服务体系中，图书馆应积极探索如何在保障公民基本文化权益的基础上，大力推进文化资源公益性开发，做好图书馆文化资源的公益性服务。

| Abstract: | The library is the organization of social welfare, and tt is an important mechanism to provide public information （Culture）. The civil public cultural service focuses on cultural rights and supply of public, fair, convenient and diverse cultural products. In the construction of public cultural service system, library should actively explore how to guarantee the citizens’ basic cultural rights, vigorously promote the public welfare cultural resources development, makes a good service for library’s culture resources. |
