| 摘 要： | 公私合作中行政机关将部分行政任务交由私人履行,行政机关的履行责任转变为私人的履行责任,行政机关对私人所执行的行政任务负担保责任和监督责任。行政任务承担责任方式的转变给行政法发展带来巨大的挑战,以担保行政为中心的担保行政法孕育产生。
