摘    要:高校教育管理高效运行需要行政与学术两种权利制衡,但行政凌驾于学术是高校管理中普遍存在的问题,学术服从行政或者行政兼职学术现象非常普遍。行政与学术是两种差别很大的思维方式,用学术引导学校发展是高校的理性选择。单纯的行政管理往往将教育管理混同经济管理。教育过程应遵循教学规律。管理效率的提高关键在于人才选拔机制,不同选拔制度下不同年龄的教师施展才华的机会有差别,不能单纯用某个标准导致制度断层,让许多的优秀教师失去为学校发展贡献才能的机会,构造弹性、客观、牵制、奉献的管理制度会使更多货真价实的优秀教师走在前面并在此过程中形成更加完善的管理制度。

Abstract:The balance between administrative power and academic power is necessary for the efficiency of higher education management,but it is a popular issue that administration overrides academy in the management.It is often the case that academy has to obey administration and administration partially plays the academic role.In fact there is much difference between administrative thinking and academic thinking.So in the university it is a reasonable choice for its development to be led by academy.Pure administration tends to regard education management as economic management.Education management must stick to educational principles.The improvement of education management should focus on the system of talent selection,which provides opportunities for teachers of different ages.Any single selection criteria may result in the loss of opportunities for talented young teachers to make contributions to the development of the university Therefore,it is necessary to establish a management system,which features elasticity,objectivity,balance and devotion,so that more excellent teachers may play a leading role in the development of the university,and in the process a perfect management system may come into shape step by step.
