| 摘 要： | 依法治国是党领导人民治理国家的基本方略，建设社会主义法治国家是我国民主、法制建设不可动摇的目标，以德治国是依法治国的重要基础，是对我国治国之略的发展和完善；法治与德治的正确结合，才是科学的治国之道，依法治国与以德治国相结合，体现了“三个代表”思想的内在要求。

| Abstract: | Governing the country with law is the fundamental strategy for the Chinese Communist Party to govern the country. Constructing a socialist country under the rule of law is our country s unshakable target for constructing democracy and the legal system. Governing the countiy with ethics is an important base for governing the countiy with law and developing our country' s governing stratergy. Correctly combining the rule of law and ethics is a scientific strategy governing the country. Governing the countiy with law and ethics reflects the requirement of the three-representing theory. |
