| 摘 要： | 针对转型时期公民参与社区管理过程中权责界限不清晰、积极性不高及参与性不足等一系列问题,提出完善相关法律体系,明确公民参与管理的职责权限,强化权力运转机制并加强对社区管理的监督等对策。

| Abstract: | The polycentric governance value administrative independence and autonomy, spontaneous order or autonomy is the foundation of governance but not full content. With the development of city and soci-ety advancement, the interests of the people most concerned ,most direct, most realistic problems occur mostly in the community and can only solved in it. For this purpose, it put forward the urgent request to our country community development. The boundary of citizen participation in community management in transformation period is not clear, enthusiasm about citizen participation is not high and participation with-out logos nous sense and so on. Effective countermeasures is to perfect relevant legal system, clear the re-sponsibility and authority of citizen participation in administration, strengthen the power running mechanism and supervision in community management. |
