| 摘 要： | 现代政治是公民、团体、国家三大政治主体构成的三元政治，推动传统政治演变为现代政治的内在动力是市场经济。现代三元政治需要一个机制将三大政治主体有机整合为和谐互动的政治统一体，政党因此产生并形成政党政治。三元政治视域下的政党政治最直接的生成基础是团体，而团体是组织化的民众，因此主导现代政治运行的中心政治关系是党民关系。受到市场经济生产方式的决定和制约，党民关系具有与三元政治形态相适应的运行规律，遵循这一规律能够确保党民关系的积极互动和政党政治的健康、正常。

| Abstract: | The modern politics is a tri-dimension one constituted by citizen, corporation and state. The internal motivity to impel the traditional politics to evolve to a modern one is the market economy. The modern tri-dimension politics needs an institution to form an organic interactive political entity, which is the cause of the political parties and party government. The direct base of the party government is the corporation, which is formed by organized public. So the core political relationship that leads the motion of modern politics is that between the parties and the public. Conditioned and decided by the style of production of the market economy, the party-public relationship must obey the moving law to fit the tri-dimension politics to insure positive interaction and healthy party government. |
