| 摘 要： | 改革开放30年来，为落实“党要管党”的治党理念，中央专门召开了十一届五中全会通过《关于党内政治生活的若干准则》、十二届二中全会通过《中共中央关于整党的决定》、十三届六中全会通过《中共中央关于加强党同人民群众联系的决定》、十四届四中全会通过《中共中央关于加强党的建设几个重大问题的决定》、十五届六中全会通过《中共中央关于加强和改进党的作风建设的决定》、十六届四中全会通过《中共中央关于加强党的执政能力建设的决定》，分别就党内政治生活、整党、党群关系、党的组织建设、党的作风建设、党的执政能力建设六个事关党的自身建设的重大问题进行专题研究并作出规划设计，这在党建史上有着重大意义。
