| 摘 要： | 政策变迁启动于政策结构的新组合,村民自治政策也不例外。农村的"两委关系"与乡村关系构成了村民自治政策结构的主轴,而政府主导力量在这两种关系中占据着十分重要的地位。政府主导了村民自治政策的变迁。不仅如此,政府主导性同时也是制约我国乡村治理效果的决定性因素。

| Abstract: | The policy changes initiate in the policy structure of the new combination,the villagers' autonomy is no exception.Rural relations with the two villages' committees constitute the villager autonomy policy structure spindle,the government-led force in the two relations occupies a very important position.The government leads the policy changes of the villagers' autonomy.Moreover,the government-led is also the decisive factor restricting the Chinese village governance effect. |
