| 摘 要： | 经济、民主政治、国民素质、可持续发展，是全面建设小康社会的四大奋斗目标。在这四大奋斗目标中，基础是提高国民素质现代化水平。为此，必须树立“以国民素质为本”的小康社会新理念，建立适应小康社会发展的国民素质结构，建构国民健康素质心理素质、科技素质、民族精神素质、民主法制素质、生态环境保护素质、诚信素质和学习素质八大国民素质教育新体系，制定国民素质发展指标体系，实现人的全面发展。

On the Construction of National Quality in the Well - off Society |

| Abstract: | In the course of building a welloff society,there are four striking objectives.They are economy,democratic politics,continued development and national quality,of which the last objective is comparatively more inportant.So we must have new ideals with this objective in the first place.At the same time,We must form a new national quality structure,a new educational system,and a new target of development.In this way,We can fully develop ourselves. |
