| 摘 要： | 在以往社会主义民民政治建设的过程中，注重了党内民主的内容，忽视了民主表现的合法渠道，强调了国体民主，忽视了政体民主的程序建设，加强社会主义民主政治的程序建设，一要完善民主政治程序的立法建设；二要规范民主政治的参与渠道。
