| 摘 要： | 处在跨世纪时期的中央第三代领导集体,第一次明确做出了"依法治国,建设社会主义法治国家"的战略决策和奋斗目标,从而形成了我国21世纪独具特色的社会主义法制理论."十六大"报告中再次重申了"扩大社会主义民主,健全社会主义法制,建设社会主义法治国家,"这一重要目标,这不仅是整个人类社会数千年来的共同文明成果,也是我国近代一百多年有识之士的治国梦想,更是我党在21世纪实现法制的政治宣言,是党的第三代领导集体对法制理论的伟大创新.

| Abstract: | At the turn of this century,the three generation of our leading party,puts forward the strategy and goal of "governed by law,building a socialist country under the rule of law ",thus forming a socialist legal system with Chinese characteristics in the 21st century."The 16 national congress" reaffirms the important goal "extend socialist democracy and improve the socialist legal system in order to build a socialist country under the rule of law".This is not only the achievement of our human civilization in thousands of years,the intellectuals' dream of country government for over 100 years,but also a political declaration of our party in realizing legal system in the 21st century,and a great innovation in the legal system of the 3 generation of our leading party. |
