| 摘 要： | 重视城乡学前教育,促进学前教育的均衡发展,是当前学前教育重点关注的问题。现阶段,切实解决学前教育存在的问题关键是构建学前教育的＂普惠性＂及公益性的办学体制。政府要在财政、税收、用地等方面给予优惠政策,鼓励、扶持社会力量参与到普惠性学前教育中去。
